In the post entitled "It's More Important to Do It Right Than to Do It Quickly," I reported that the new water mains were never connected. This was information given to me, and I have subsequently learned it was not correct. The new mains were in fact connected, and they are working well. The following is an e-conversation between Cesar Hernandez, our Public Works Acting Director, and someone named Phil Conti, who I imagine is from CNM.
1. Could you describe the procedure and what it entailed to have the new water main installed, including all required tests in order to pass inspection. The water main was designed by a Professional Engineer and installed by licensed water distribution system operators. The design was approved and permits were issued by Miami-Dade Fire Rescue, the Department of Health and the Village of Biscayne Park. The Engineer of Record certified the completion of the project and submitted passing pressure and bacteriological tests to the Department of Health.
2. What were the outcomes of those test? The pressure and bacteriological tests were satisfactory and a letter of release was issued by the Department of Health stating that the water main can be placed into service.
3. What are the benefits of the new water main? Improved pressure during peak hour and fire flow operating conditions. There were also two fire hydrants, a chlorine sampling point and automatic flusher installed.
4. Have all expectations of the new water main been met since the installation? Yes.
5. Have there been any failures with the water main? No.
