just had the best chuckle, which I simply must share. During my campaign for
re-election to the BP commission, I placed 128 yard signs throughout the
village. (Thanks again, neighbors!) At the suggestion of my gay husband, I
added cheerful pink plastic Gerber Daisies and other flowers on the signs in
the final weeks of the contentious campaign to call attention to moi and to
spread some cheer. It worked in both regards, but no good deed goes unpunished.
Someone (who I won't "out" here but who takes serious issue with my
gayness) charged me with violating campaign laws with those flowers. Adding
pink plastic flowers to one's campaign signs is not a violation, but that
didn't seem to slow down her own campaign. The police chief had to get
involved, the village manager had to get involved, and our expensive attorney
had to get involved and finally officially opine that the flowers could stay.
(I had been threatened with tens of thousands of dollars in daily fines if the
flowers weren't removed pronto.) Our local Gladys Kravitz wrote multiple emails
to the village, asking that they be kept anonymous. "Public record"
is the exact opposite of "anonymous," so I just read those emails
with my final Thanksgiving pumpkin-nut muffin. "Gladys" accuses the
village of ignoring my many violations as a resident and as commissioner
without any examples or evidence (a la poor, simple-minded Rudy Guliani). But,
here's the kicker: She then laments that next time I'll have drag queens in
Biscayne Park campaigning for me. If only! Those girls don't work for free, you
know. Another neighbor describes "Gladys" as a member of our local
"lunatic fringe." For such a tiny village, our fringe is big enough
to line the hems of a gaggle of drag queens. Cheers to diversity and then
some!

I don't suppose she had anything to say about whether or not you're a good representative of your BP neighbors, and whether or not you have the best interests of the Park and its residents at heart. Like what difference does that make, if you're one of them homosexual people? Although I suppose you're needling people like her and Luigi/Louie/"hot dog king" Di raimondo by always making reference to your "husband," who you specify is gay. (Well, Mr MacDonald Kennedy, what does that say about you?) Those fact are no more important to the residents and homeowners of BP than they should be to Gladys Kravitz. They're very important facts to people who know and very much like you and Dan, but they're irrelevant to everyone else. Or they should be.

Simply request a log of all calls and texts (specify the period of time) from the village clerk: villageclerk@biscayneparkfl.gov. There are zillions of calls in the log (you'll have to research the numbers to see who's on the other end) and hundreds of texts dating back to March 7. So, have at it. Or are you expecting someone else to do that for you, like you want someone to contact the governor on your behalf? Stop being so lazy and engage!

So you seem to be really upset about the phones. Let me let you in on a little secret, I don't want another phone I have my own. Having said that the reason for a Village phone is so when residents like you get angry you can make a public records request and you can easily get all the info you need or want. I do not use the phone for anything other than a paper weight and the occasional email from a resident or the Village manager. If you would like to confirm that what I am telling you is true make that public record request. Now not sure you know this but companies a long time ago stopped charging per call now they have these all inclusive plans that whether you make one call or a million the cost is the same that also goes for text messages. The process of getting the info for a public record request on peoples personal phones is way more complicated because they have personal info, calls and emails that need to be redacted. As far as me not talking I guess you have not watched the Village meetings. Last week I ran the meeting because the Mayor was out sick and I think I spoke to much. Its not how much you say its what you say. If you like to hear people talk for talking sake yup you're right that's not me. I have given you not only input but my opinion.

DeleteFor as long as anyone could possibly remember, people have had telephones. For decades, many or most people have had mobile phones. I don't know if any Village residents ever questioned how their Commissioners used their methods of communication (regular mail, e-mail, landline telephone, mobile phone), but it was certainly never a problem.
The problem started with Tracy Truppman, and what was very obvious collusion that happened among her and first two, then three, of her Commission colleagues. So Tracy's caricaturishly disingenuous offer was that if the Village would provide for her and her stooges mobile phones, she would promise -- you know, we could have complete confidence -- that all mobile phone activity involving Village business would occur only on the mobile phone we provided for them. No need to check her non-Village mobile phone, or pay attention to that man behind the curtain. We had Tracy's, you know, word of honor that she would certainly never, not possibly, use anything but her Village-provided phone for Village business. So if any of us imagined she was talking to her colleagues about Commission business outside Commission meetings, all we would have to do is do a PRR for her Village-provided mobile phone number. If there was nothing there, we had her assurance that couldn't be anything anywhere else.
It was a total scam, and it was one of Tracy's ways of wasting Village money. All of you should surrender your Village-issued phones, and communicate as people, and BP Commissioners, always have. If anyone suspects anything, they can do a PRR of your mobile phone records and your landline (if you have one) records. No one cares if you call your relatives, or your hair stylist (great hair, by the way, Art). They want to know if you called Mac, or Ginny, or Dan, or Judi. And if they want to know why you were on the phone to WastePro for 45 minutes, they can ask you and WastePro.
But the whole thing about Village-issued phones is silly, and insulting, and joke. It's just another expense. Let's see, I have to call Fred to invite him to my Christmas party. Is this going to be personal only, or might it come to involve any Village issues? I wonder which phone I should use. Ridiculous. Get yourself a nicer paperweight.

If you didn't need a mobile phone for your day job, then you don't need one for your part time job as a Commissioners. Decades of Commissioners before you didn't need a Village-issued phone, and the only reason Tracy wanted one was so that she could break the (Sunshine) law. If you don't intend to break the law, then you don't need the phone. And if you intend to break the law, you can do it perfectly well without a Village-issued phone.

ReplyDeleteI have major flooding issues at my house because the city of Biscayne Park does not unclog the storm sewers i’ve sent Mac numerous emails and photographs showing the flooding he does nothing about it nor does he reported to the Parks public works department he ignores my notices of distress with the flooding so now I will start emailing the new city manager with photographs and documentation of the flooding
ReplyDeleteYes, there are significant issues with flooding. If that's a problem to you, you can take it up with your friend, Milt Hunter. He will explain to you that we/you don't really have a problem with flooding.
DeleteIt is not up to a given Commissioner to do anything about our drainage problem. It's up to the Commission as a whole to decide it wants drainage problems to be a focus of intervention, and communicate that agenda to the manager. This "vision" might importantly affect the budget, and the millage. It would be dramatically improper, and frankly not allowed, for a Commissioner to tell the public works department to address your drainage/flooding problem.
David Hernandez was never the manager here. He was the interim manager. There is a huge difference between a BP manager, who is carefully vetted and selected, from among a group of applicants, and an interim manager, who is sometimes, like in David Hernandez's case, no more than an available warm body, plucked from wherever, at a moment's notice, with no real qualifications. David was chosen because we impulsively fired Krishan Manners, and David was the director of something (public works), and Ginny O'Halpin asked him if he would be willing to step in, TEMPORARILY! But since neither Ginny nor Dan Samaria had any idea how to select a proper manager, and Will Tudor couldn't have cared less, David remained in place way longer than these things ever happen. Eventually, he quit, because he was asked to do his job, which he had no concept of how to do.
There are three designations of local municipalities in Florida. They are either cities, villages, or towns. The designation is chosen by the municipality when it seeks incorporation. Biscayne Park is a village. It is not a city. North Miami is a city. Miami Shores and El Portal are villages. Surfside is a town.

ReplyDelete1. I may not direct Public Works. I've told you that several times. I may not even tell the manager what to do outside the public commission meetings. Only the village manager may take action.
2. On Nov8, I sent a personal email to you warning you of impending heavy rains from a tropical storm and advising you to take precautions. I was concerned for you safety and wanted to make sure you were aware of what was about to happen. I sent similar emails to other residents.
3. On Nov9, you sent an email to me and the mayor stating your thanks for my concern. Your email starts with, "I just wanted to personally thank you our best Commissioner...." In subsequent email, you advised that you were moving out of your house into a hotel. Did you actually do that?
4. On Nov20, I sent an email to you and a select group of other village residents who experience flooding on their properties. In that email, I proactively shared my concerns and updated you on my conversations with our incoming manager on the topic of village response to flooding. I also provided your name, cell and email address to Manager Mario. I also discussed that matter at a public commission meeting, where you are always welcome to chime in yourself. In the five years that I've lived here, I've never seen you at a meeting, in person or virtually. I have, however, been flooded with your disjointed emails based on nothing resembling facts. You might consider joining Trump's legal team. I think they'll like your personal style.
So, not only did I not ignore your distress, but I was one step ahead of your distress. And, I continue to encourage the manager to develop a plan for our issues with drains and our response to flooding in the meantime. For the record, I think there's a lot more we can do to close streets and access to private property to minimize damage. And, I think we can communicate so much better with residents on all matters but most certainly with the small number of residents who experience flooding.
Mac, how is Luigi/Louie/"hot dog king" supposed to share the facts with anyone? He doesn't know what the facts are. He doesn't even know the "fact" of what's in his own mind. He doesn't know if he thinks you're wonderful or terrible.
Delete"Disjointed" would be a substantial step up for him. Disjointed is only the problem of how he expresses himself. What's much worse than disjointed is whatever is rattling around, furiously, in the evidently empty space that is his head. All he can do is sputter incoherently, when what he really needs is containment, and protection. Not only is he desperately unhappy -- when he hasn't lurched into delighted -- living in BP, but there's no evidence that he can or should live without considerable supervision. And who allows him access to a computer that is connected to the internet? Someone is failing him badly.

You can fantasize to your heart's content about whether or not Mac Kennedy (who is part of a functional minority on the Commission) dominates and runs the Village. And whether or not Mac dominates and runs me. Or whether or not I run and dominate Mac. Call anyone you like any name you like. Let all of your stuff out. Just not here.
