Perhaps Things Are Coming Into Sharper Focus.


I was just reviewing an April 10 post called "But..."  The main issue I discussed there, and that was discussed by commenters, was Ginny O'Halpin's refusal to have a virtual Commission meeting, unless she had a guarantee that nothing but the coronavirus would be discussed.  The bottom line was that it was not clear why Ginny kept refusing to do what other municipalities were doing, and what her own constituents wanted our Commission to do.  This question has never been directly answered.  But perhaps we can interpret a better understanding now.

There turn out to be various things Ginny is willing to discuss, and they have nothing to do with the coronavirus.  We've had three virtual/ZOOM Commission meetings since Ginny stopped obstructing, and they've all lasted plenty long, with noteworthy agendas.  We're working on a number of things now, and as of two days ago, that even includes arranging to solicit, accept, and process applications for a permanent (not interim) Village attorney.  In some respects, we've returned to something that looks like full functioning.  We've reopened our building department, so Village residents can get permits and have inspections.  It appears to be all there, except one thing.

Ginny, with the support of Dan Samaria and Will Tudor, refuses to look for a permanent manager.  And all the while they're refusing, the interim manager is making every possible noise he can to suggest that he likes his new perch, and he'd like to continue to occupy it.  He's not competent to do the job, and that's been made very clear to the entire Commission, but he presumably likes the title and the extra money, and the new majority of the Commission don't mind if he continues to bungle.

As comparatively incompetent as is this new majority, they do accept certain responsibilities.  As I said, they're willing to deal with finding a permanent attorney, even if they just choose to take the easy route, and simply re-upgrade John Herin to the position he held here not long ago.  In theory, if it wasn't a hopeless embarrassment to them (I know, I just answered my own question), they could do the same thing about the interim manager.  Unless they and he already know that he couldn't be installed as the permanent manager, because, for example, he might not technically be qualified.  So the way to keep him is don't look for anyone else.  Which appears to be what's happening.

Ginny O'Halpin, who is a very nice person, and whom I personally like, is in way over her head.  I have no idea who helps or advises her outside Commission meetings.  The rumor I've heard more than once is that it's Milt Hunter.  Maybe Milt is now running the Village.  I wouldn't know.  Dan Samaria, who has his own quirks, but has shown his style of devotion, and who is my exterminator, is also in way over his head.  There are certain people on whom he used to rely for frequent advice, and he's stopped relying on them.  Either he's on his own now, which I doubt, or he's relying on someone else.  Milt Hunter?  Again, I wouldn't know.  Will Tudor is one of the most disinterested Commissioners I've seen.  He couldn't care less about anything, except he likes procedures and regimentation, whatever that's about for Will.  The easiest thing for Will to do is nothing.  Which is what he generally advocates to do.  Oddly, I have from time to time had the impression that Will has some sort of inchoate ability to grasp and manage things (unless I misinterpreted, and am kidding myself, which is very possible), but he just really doesn't care.  The latter is true and the overriding dynamic, whether or not Will has any actual ability.

So, it now appears that the standstill, and the obstruction, are about one thing: keeping David Hernandez in his office.  Clearly, this pleases David (who might, according to blog comments from someone named "Harvey," be physically or mentally unfit to do the job), and it is most likely that he would either not have encouraged the Commission to begin a proper search for a proper manager, or he might have discouraged it.  And either way, this is good for the incompetents and disinteresteds on the Commission, because it's a real decision they don't have to make.  And whether Milt Hunter is bizarrely behind any of this, for who knows what reasons, is a mystery.

But it does now appear that we have a better understanding of why the Village/Commission was so slow out of the gate, and why they vote in the inconsistent way they do.  It's a shame to sacrifice the functioning of a whole municipality for the whims or comfort of 1-4 incompetent people, but it now appears that's what's happening.

  1. I have nothing negative to say about Ginny, nothing, nada, zippo, shes a good person that means well. Having come for whence we came I am happy she is there. Having said that she would have made a great Commissioner, Mayor not so much. I dont know if she is in over her head but IMO she doesn't have the leadership qualities necessary for that position. That may change given some time but seeing as we lost the last 3 years we dont have the luxury of time. Keep in mind that the current commission voted her into that position.

    1. Art, you sort of contradict yourself. And I agree with you. You say you have nothing negative to say about Ginny, and then, you mention her charming qualities. She's a good person who means well. You point out that considering whence we came, it's great to have her, INSTEAD OF WHENCE WE CAME. I agree with you about all of that. Then, you say the negative thing there is to say about her, which is, as you put it, she doesn't make a good mayor. You don't know if she's in over her head, or if she doesn't have adequate (for the position) leadership qualities. Again, I agree with you.

      And unfortunately, as you correctly say, considering the damage done over the past 3+ years, and the wolves at the door, we don't have the luxury of time. We don't even have the luxury of time for Ginny to improve, if she has the capacity. I agree with you.

      And yes, you are absolutely right about how Ginny became the mayor, twice. I count that as a mistake that was made and repeated.

    2. Fred have you been talking to my wife? She also has problems understanding my points. I think I am pretty clear and yet every time I make a point she looks at me with this blank stare. Maybe its the 39 years we have been together or maybe she just likes to pick and choose what she wants to understand. I am convinced of the latter and I am also convinced of the latter with you. I think like my wife you know exactly what I am saying. I see no contradiction in thinking Ginny would be a great commissioner and is a good person and the fact she doesnt have what it takes to be an effective Manager.

Every elected official is elected to be a commissioner ... to do their homework, to put forth ideas and initiatives, to keep the village moving forward, and to provide thoughtful comment on every topic before the commission before being one of five that makes decisions as a group. Whether each elected remains a commissioner or becomes mayor, I would still expect that level of input and initiative. On the first Tuesday of each month, the one we call "mayor" simply has the responsibility of moving us through the agenda and keeping us in bounds.

  3. Yup the Mayor is the ringmaster. When I would go to the circus as a child under the big tent the ringmaster would keep the pace going, speed up or slow down depending on what was occurring. Thats a talent and that is currently missing. We have a circus and no ringmaster :(

  4. Fred, it’s apparent that the commissioners that you support lost which makes them “loosers” just like your blog. Your voice and their voice does not mean squat. You can rant and rage about Ginny, Will and Dan but they are the real voice of the village. The manager never went to the meeting because he was in Disney World at the haunted mansion or perhaps he was at an opera at the Arch center. Heck, maybe he just decided to have a Corona Beer. Regardless, your two commissioners, just like you are loosers. Please stop the crying game and move on. Thankfully, I’ve been living in the village for the past twenty years and these people don’t accurately represent the residents. Now, let me go back to my glass of champagne. Cheers!

    1. "Anonymous," it's great to have you as part of the conversation, but please consider being like the rest of us. Don't be anonymous. You live here, as we all do, and you clearly take an interest. So have the "courage of your convictions," and identify yourself. If you think about this, and you still think there's a reason you want to share your opinions, but you're afraid to let us know who you are, then you should probably keep your opinions, like your identity, to yourself. I will tell you that it is most common that print publications will not publish letters from people who want to be anonymous.

      I don't make rules here. You can do what you want. But you discount the consideration given to whatever you say when you don't identify yourself. Or people may simply ignore you completely.

      Second, you're completely wrong when you say that "Commissioners [whom] I support[ed] lost." I supported every sitting Commissioner except Will Tudor. All the candidates I supported won.

      Third, it's losers, not loosers.

      Fourth, this blog is not mine. It's everyone's. It's yours, too, as evidenced at least by the fact that you can publish any comment you like. But if you think this blog is a loser, then why do you read the posts (although it wasn't clear that you really read them), and why do you take the time and trouble to comment?

      Fifth, clearly, you're musing, but if you were remotely right about the trivial kinds of reasons the INTERIM manager wasn't at the meeting, and considering the tremendous weight and urgency of the issues, would that lead you to have concerns about the dedication, and effectiveness, of the current INTERIM manager?

      Finally, you don't have to concern yourself with me, or with any other blog reader or commenter or author, and whether or not we "move on." You yourself can move on. You have choices here. Whining about people who don't agree with you, and resolving instead to turn to alcohol, are probably not your most adaptive available choices.

  5. "Anonymous," if you are a BP resident, please use my village cell (305.213.5139) or email (mkennedy@biscayneparkfl.gov) to share your concerns and criticisms directly. I have thick skin, so you can say whatever you like. However, if you don't have the 'nads to identify yourself or list your actual concerns, I have more important things to do with my village time this weekend. For starters, I'm preparing for the June 2 commission meeting in addition to responding to concerns from residents through the many ways I make myself available to them. One suggestion, if I may: Invest in spellcheck. Actually, it's free, so just learn where to click to activate it. When you're trying to make a point, multiple spelling/grammatical/punctuation and other errors that make you sound dumb don't help. They put at peril the points you try to make. Eye spellecheck evrything butt somtimes misstakes still slips past me.

  6. On another note I hope that all the new commissioners understand that they represent ALL THE PEOPLE not just those they perceive agree with them. Thats the current problem with National politics and I hope that virus hasn't reached our local politician. LOL wishful thinking huh?

  7. It is clearly the responsibility of the commission to fill the managers position ASAP. It is not their responsibility to waste anymore time debating the issue. It is the responsibility of the commission to set very high standards for education and experience prior to advertising the position. At least get going on the process. We need someone capable of anticipating issues and following through with Commission initiatives at all times and we don’t have that person in David Hernandez. We are so far behind as a community and every moment delayed is a delay we can’t afford.

  9. Speaking of emails.....I emailed Ginny to ask that she explain her comment that it was "premature" to begin the searches for the attorney and the manager. I couldn't understand how it could be premature to begin the process to fill two positions that have been open since February and since that was the only comment she made I couldn't tell what her actual thought process was for the way she voted. Her response to my email was "stay safe". In other words.....a polite version of "fuck you".

    Is it just me or are we right back at the us against them mentality that we thought would be gone once Tracy was gone?

  10. Scott Galvin posted on Facebook a little while ago that NM just hired their new City Manager. Must be nice to have elected officials who don't think the world has to stop turning over Covid-19.
