Is It True What They Say About Lemmings?
I wasn't sure what to call this post. My first thought was "The Brains of the Operation," which turns out to be Dan Samaria. But that title seemed like too much of a punchline. Then, I thought of "Reality Bites," which I think I used in the past, or maybe something like "It's a Bit More Complicated Than it First Seems." But the latter was too dry and academic. So I decided on the title about lemmings. I think it appropriately describes last night's special Commission adventure.
The reason for last night's meeting was to discuss the legislative agenda for the Village to communicate to our lobbyist. The state has money to give out to municipalities, and it's the job of the municipalities to ask for it. And the request, now cutely and ungrammatically referred to as an "ask," has to be for a specific purpose or project. So the alleged purpose of last night's meeting was for the whole Commission to arrive at some sort of consensus about what to request.
BP Commissions always have this kind of meeting for the purpose of organizing this kind of list of priorities. Well, BP Commissions always did have this kind of meeting, until the reign of Tracy Truppman. In December of 2017, Tracy unilaterally (the only way she knows how to do anything) compiled a list of Village requests, which she had the manager submit to the lobbyist. She was caught doing this, scolded for it, did her usual defensive and blaming-everyone-else dance, had her stooges vote to retroactively approve what she wrongly did, which they did without having familiarized themselves with what she did, and did it again in April of this year. Much of this was the subject of reminders and complaints from the audience last night. Tracy did not, of course, respond to any of this.
Tracy started out by noting that each Commissioner had submitted his and her own lists of priorities, and she noted that one priority-- the poor condition of the roads-- was shared by everyone. So she proposed to request some wavering number of millions of dollars from the state for road resurfacing. It seems to me the high number was 70-something million dollars, and the low number might have been around $55M. Whatever it was, everyone very quickly realized it was ridiculous. But that wasn't the problem. The problem, as it increasingly came into focus and couldn't be ignored, was that there were reasons the roads were falling apart, and, as Dan Samaria, the brains of the Commission, pointed out, it wouldn't do any good simply to resurface roads that were being actively and inexorably eroded from below. It would be, as Dan starkly, but correctly, put it, "wasted money."
Attention was then grudgingly paid to the real causes of the problem, which were summarized as a rising water table, old and leaking water pipes which we don't control, and the fact that most of the Village (Tracy wrongly said the whole Village) is on a septic tank system, not sewer pipes. The discussion then got increasingly vague, sketchy and meaningless, including concepts like separating ourselves from the water system that is owned by North Miami (we can't afford the pipes, and we'd still be receiving water from CNM anyway), and paying some sort of attention to our drainage problem. There was also some fantastical, if fleeting, talk about converting ourselves to sewage pipes instead of septic tanks. Several tens of thousands of dollars per house? That conversation ended quickly. The further problem, especially for Tracy, was that this left us where we were with the last Commission, which is terrifying to Tracy, who continues to try to make a career out of demonizing the past Commission, and attempting to portray herself as the Mama in shining armor who's going to right all the wrongs she fantasizes she inherited. So this conversation fizzled out, with the new Public Works Manager resolving to explore all of these matters further. How this insight didn't precede and possibly obviate the need for this discussion is a bit mysterious. It appears that Tracy, Jenny, and Will, who pat themselves on the backs (well, Tracy does, and the other two just let their heads bobble) for having hired a Public Works Manager, never actually spoke to him about this problem. The whole thing had a bit of a Three Stooges or Keystone Kops quality to it, and it was onto another windmill. The lemmings had all followed each other over some cliff.
The next favorite ambition had to do either with improvements at the recreation center, or getting a generator for Village Hall. This conversation, too, was jerky and somewhat incoherent, and for me, it was no longer worth the time to listen.
I'm told there was one other idea floated, and for which someone thinks we would need extra funding. Betsy Wise wants to open a school in Biscayne Park. Maybe she can get funding from Donald Trump, who can open the Biscayne Park campus of Trump University. Yeah, that's who we are.
I just want to say again that Dan Samaria is the only person who makes any kind of sense on the new Commission. The one and only person.
ReplyDeleteDan's the man, he is acting independently as I thought. We need Betsy and Jenny to understand that they are not there to serve Tracy, they were elected to serve thier constituents, I know you don't think so but I think Will gets that. Unfortunately Will and Dan is not enough.
ReplyDeleteJenny and Betsy were elected to be elected. They ran for the reason Janey says. They have no constituency, except Tracy, because joining her represents their version of power. Neither one of them has any idea what's going on, so if they were to join, let's say, Dan and your friend Will, they wouldn't know what to do.
DeleteRight, I don't think Will understands anything. When he talks, it's aimless fumfering, and it relies for any content on whatever anyone else said. Will will speak a little to explain why he agrees with Tracy. On those few occasions when he votes against her, it's only on condition that he be in a minority, and he never gives a verbal explanation of the contrasting position. He just votes, without content.
Janey, I had the same conversation with Dan that you did, and I discovered the same flaws in his insight. It's slightly worth noting that he articulates what is BY COMPARISON a much more sensible approach, but he, like Will, is at best in a minority. He comes to meetings, so he's seen what Tracy did to Rox. She'll do the same thing to him. She doesn't need him.
The bigger hypocrite? Yeah, that's worth careful consideration. And there's really no reason not to include Jenny, who likes to talk as if she had something meaningful to say, but produces no relevant content.
Chuck suspected Tracy would be selective about when she feels like demanding "decorum" (certainly never from herself), and he was right.
Dan has been a very pleasant surprise. He's the only one asking important questions, not preening for the audience and truly making any kind of sense. I was straight with him - told him I had a real problem with his joining up with Betsy and Wil (he continues to deny he did that but admits it looked that way.....DUH!) and his trashing and ostracizing of Jared. Had Jared won the three of them (assuming Wil can progress to the point of a complete backbone)could have accomplished much good. But all that being said I told him he's done extremely well in his first two meetings. Of course we'll NEVER get him on board with code. It was very telling last night that the code re-write that a couple of them had on their list was never discussed.
ReplyDeleteIt's a real contest between Betsy and Tracy to see who's the bigger hypocrite. Betsy continues to talk about "inclusiveness" and "bringing the community together". Well she could start by not bitch slapping residents for leaving a meeting early - especially when she has no clue why they left. Acting like she represents all residents rather than only those she likes would go along way to bringing the community together.
Apparently Tracy's decorum enforcement does not pertain to her fan club. Mike Redmond spoke out at length last night - no problem. And his crucial contribution? At that point they were talking about a permanent generator and the type of transfer switch needed. He advocated for a manual one rather than an automatic one in order to save money. Minor problem.....who's the lucky person that gets to go out in a hurricane to turn on the generator and flip the switch???
Chuck - I have no hope for Jenny. If she were going to have that sort of "come to Jesus" moment she would have had it by now. Instead she's gotten worse. As for Betsy my best guess is that she is in this solely for the purpose of networking and resume padding. It's gonna be a LOOOOONG 2 years.
Janey, well stated, Betsy has no clue, that's best thing I can say about her and Jenny is gone, no one is home. Tracy is lost in her sense of self importance. If she truly had the best interest of the Village at heart she would have voted for Will to be Mayor.
ReplyDeleteBy the way I have no doubt that Tracy held up the hiring of the PW Director, for the year or so. She probably thought saving money on a PW dir. and certain other hires, would help make the bottom line look better. I think the multitudes of residents, (including Rox complaining to Krishan every week) finally woke up whoever is really in charge and they realized maybe that it was a good idea. Sometimes you need to spend money to save money.
The new director seems sharp, but I don't think it had anything to do with the Manager/Tracy I think we just lucked into this guy, I hope he stays for a while.
Also, it became clear to Dan S., after the PW Dir. spoke that repaving the roads wasn't such a good idea until we figure out if the road base is stable, apparently, it's not. We did have an engineering study by Craig A. Smith that analyzed the condition of our roads and drainage systems. For some reason Tracy has ignored this study. Perhaps she wanted to pretty-up some of the roads in the short term to make it look like she accomplished something, and she wasn’t going to let the Commission, Common Sense or some engineers report get in the way.
By the way the discussion in the $50 to $70 million dollar range was regarding installing a sewer system in BP, not just road improvements. Senator Pizzo brought up the rising water table issue that is problematic for septic systems. That discussion then branched into the aging system of water pipes that belong to NM. The discussion then meandered into different subjects and became vague and sketchy as you say.

DeleteIt seems clear to me that Tracy has no interest in anything to do with Biscayne Park, and that includes its finances. I have no reason to think she held up the hiring to save a little bit of money. Much more likely, she held it up so it would have as little as possible to do with Rox. Tracy has a bizarre fixation on Rox. Tracy's whole tenure on the Commission is about Rox. I'm quite sure that's part of the reason Tracy is conspicuously ignoring the Craig A Smith study, as well as because it had nothing to do with Tracy, which Tracy also cannot abide. Let's also not forget that the Smith study was, as you say, an engineering study. Tracy fancies herself an engineer, and she's probably competitive with the Smith group the way she's competitive with Rox. The problem for Tracy is that she loses both competitions. All she can do is try to steamroll, ignore, or destroy. Which is what she typically does.
Tracy's guiding principle behind the majority of her actions and decisions appears to be spite. In regard to the PW manager position think about who all advocated for it. Rox, Bob, me, Barbara, Gary. All of us on her shit list. The fact that she continually trash talks and works to discredit anyone who disagrees with her speaks volumes about her deep, deep insecurities. She can't possibly win anything fair and square so she goes gutter. You know how bad things have gotten when even Bob can't get a response to emails from any of them including Krishan. I guess it's guilt by association for him!
ReplyDeleteGiven that we don't enforce speeding, and given that we don't ticket violators, and given that the problem of speeding in our pedestrian unfriendly, sidewalkless village only gets worse, and given that our safety board produces no recommendations for improvements, and given that the problem of speeding will only get worse in BP until a speeding driver kills a jogger or cyclist or child or dog or feral cat or morning walker wearing headphones .... whew, that's a lot of "givens" that are all truly given in this matter ....... I say let the roads crumble and the potholes grow. That's the only thing slowing people down. Perhaps we work a system to save money in repairs AND solve the speeding problem: Install potholes throughout BP to slow down all the happy asses that fly through the village! Clearly, we don't really care about aesthetics in BP, so why the fuss about the road surfaces?
ReplyDeleteMac, LITERALLY LAUGHING OUT LOUD. Let these roads go back to dirt/gravel roads. Maybe the new residents of the new midrise building going up 2 blocks north of Biscayne Park won’t use it as a cut through?
ReplyDeleteIf roadwork is to be done, I hope and pray they hire a specialist to come up with a master plan including speed humps, roundabouts, sidewalks, walking paths and whatever else is needed /wanted to slow traffic down.
Fred, great point on our wannabe engineer mayor ignoring engineering study due to jealousy & or competition..does anyone know what her actual occupation is? I recall her telling me she was in mold remidiation. Then I heard she was a teacher at FAU? I recall her email being “ecotilt” but when I google , that company is out of the United Kingdom. So clearly I’m mistaken somewhere or the obvious alternative.
Janey, I’m pleased and yet horrified that Dan Samaria is the voice of reason for Biscayne Park.
However, my personal experience with Will directly during the campaign leaves me to have zero faith in him as a leader of our community and simply as a man.
I doubt his next two years will be any different then his last two.
Do we think the PW manager will stand on his own two feet? Or will he be another Tracy lap Dog? I haven’t met him, seen him or heard a word from him or about him other than the above comments.
I just can’t even stomach the THOUGHT of attending a meeting and watching this shit show in action,
Betsy added a late agenda item last night. The good news is it is in regard to a visioning/branding workshop. The bad news is for some reason I cannot begin to fathom rather than her back up information staying positive she took about 1/2 a lengthy paragraph regarding "communication" and turned it into condescending, dismissive, subjective snarkiness. Basically another Betsy bitch slap to those she feels waste commission and staff time with trivial, inflammatory, inaccurate non-issues. I urge you all to get a copy of the back up. You've got to read it to get the full affect. I spoke to this issue at public comments including that something like this while a very positive thing that I much support should not have been a late add on but should have been with the agenda in order for residents who might have an interest to be able to comment. I also reminded them that it's their job to respond, deal with, diffuse and de-escalate issues. We all pay the taxes that pay their salaries. And of course Betsy being the bitch she is had to have the last word and infer that I was wasting their time by even bringing the issue up. So much for all her pitching of positivity and inclusiveness!

Maybe Betsy knows something about Steve Bernard, Bryan Cooper, Gaspar Gonzalez, Noah Jacobs, and she's certainly familiar with Tracy Truppman and her obnoxious pet, Jenny Johnson-Sardella. Maybe Betsy has conceptualized wise-ass, disinterested/self-interested, uninspired/slovenly, undermining neighbors as the BP brand. It's a lot easier to unload one's own pathology on others than it is to formulate a real municipal "vision," with constructiveness, future thinking, and adequate fiscal support. Betsy's just the next in the line of what you call "bitches," some of whom are men.

DeleteI think it’s become very clear that the Betsey either was very friendly with members of the commissioner prior to the election and/or has become very friendly with them during /post election. I personally have seen Mayor Tracey’s truck parked in Commissoner Betsey swale/rock pit/ driveway on a Saturday morning around 10am. I guess they’ve become great friends that they share morning coffee while listening to the birds chirp. What else would they talk about if they didn’t k is each other prior and of course we’re not talking about Biscayne Park related issues. Did I follow decorum? Are my 3 minutes up?
ReplyDeleteIt’s CLEAR she’s been filled in on each and every resident who has a mouth at meetings & even more clear she is listening to whoever is telling her this.
A the rational Person that I consider myself to be, If I was unaware of the other commissioners and how they behave & have no prior knowledge to who these residents are.... if my first and second meeting, residents continue to mention charter violations, i continue to observe the disrespect from the Dias .... I would sit back and think “jeeez this is bizarre and why do residents keep mentioning this? Why are the commissioners so quick to shut them up and have the attorney shut them down? This doesn’t seem right... “

Oh Nicole - there you going being logical! And intelligent! I remember in the corporate world one was always encouraged to "learn the corporate culture" before opening ones mouth. The equivalent in becoming an elected official IMO would be to get to know the people and issues and gain some institutional knowledge DIRECTLY before opening ones mouth. But hey - that takes time and effort and quite obviously goes against her personality. Arrogance is never a good trait but arrogance combined with ignorance is even worse.
